Founder & Executive Director
Resilient Pathways Consulting is led by Jessica Skelton, a seasoned emergency preparedness and public health professional whose career spans healthcare operations, community resilience, and multi-agency coordination. Shaped by frontline experience in emergency departments and strengthened through leadership roles across healthcare, public health, and emergency management, Jessica brings urgency, empathy, and a people-first perspective to every engagement.
Her work has crossed sectors and borders. From leading public health, anti-trafficking, and water sanitation initiatives as a U.S. Peace Corps Public Health Specialist in Albania to serving as Director of Emergency Preparedness & Response and Regional Healthcare Coordinator for a multi-county healthcare coalition, Jessica has helped unite hospitals, public health agencies, EMS, emergency management, and community partners to strengthen system-wide readiness for more than two million residents.
This breadth of experience informs the work of Resilient Pathways Consulting today. Through sustainable preparedness programs, realistic and meaningful exercises, and tailored improvement planning, Jessica helps organizations bridge the gap between planning and action. The result is not just compliance, but lasting capacity, confidence, and resilience embedded into organizational culture.
Jessica holds a Master of Public Health (MPH) from Walden University and a Bachelor of Science in Biology from Northern Kentucky University, along with professional credentials including Certified in Public Health (CPH), Certified Healthcare Emergency Professional (CHEP), Certified Emergency Disaster Professional (CEDP), and Certified Health Education Specialist (CHES).
At its core, Jessica’s approach recognizes that preparedness is deeply human work.
